Default rear tire size

Does anybody know going from a 10" rim to an 8" changes the RPM thru the top end that much? I am sure there is a difference between the radial and bias ply, I would guess maybe 100 to 200 RPM?

Chuck I went from the 10" Convo Pros to 8" M/T & saw very little to no change. I run the lightweight Hoosier C06 with 94" roll out.
