Sounds like SS/LA? If so, not an easy index in my opinion.
Tough to do with "stock" heads. I attempted a set of "budget"/non welded 441 heads once. I still needed long valves and shaft rockers.

What rocker ratio is your cam designed for? Shaft rockers might be your only option.
I like your idea. If you have a bunch of upgrades to do for Stock, explore your options with a few more upgrades. You're never going to set the world on fire, but you need to run the index and avoid heads-up runs. Can you do that?
