I feel having it separately from the track budget until the goal has been met,then and ONLY then releasing the funds for the wall construction so it doesn't get lost in the general fund or the nascar program.I'm not talking about impuning anybody's integrity, I just know how large organizations sometimes have things happen with cash flow situations.We wouldn't want to make a designated donation only to have it get absorbed. Enough money was spent on legal issues here to probably have built two noise walls and a Pomonaplex type of facility as well. Just a thought.
