What are you talking about? There are no fines for exceeding income thresholds. There are subsidies for low-income people.
Once again, Obamacare does not set the rates. Rates are set by the insurance companies under the laws of each state. If the rates are high in you state, look to the state government.
Also keep in mind that any increases that occurred in 2018 or after are the result of changes the Trump administration made to the ACA. SO if your costs went up for 2018 or later, blame Trump.

At $17.2k we are getting a "good" deal compared to $23k on the exchange with no subsidy. My wife spent days researching and actually spoke with an exchange representative. WE FOUND OUT WHAT'S IN IT.
