There is a statement in the rule book that can be taken as an explanation, though it does not specifically explain the ESI issue.
"The power-to-weight factor (as found in the Official NHRA Stock Car Classification Guide) determines the natural class for all cars."
If there is no power-to-weight factor, there is no class implied.
