As it's been stated before: set a time limit to get to the lanes then be hardcore about closing off the lanes.

I worked the staging lanes at a track in AL and after a couple of weeks of putting up with the pro bracket racers taking too long to stage in the lanes we gave them a time limit then closed off the lanes. Once they saw we were firm, the problem eased off but they had to be reminded every once in a while.
