Yes, they are allowed.

Ease of assembly and disassembly. Do not build a race engine without full floating pins unless the rods and pistons, unless the parts are not available and cannot be made. The first time you or your engine builder damages a rod and or piston pressing them apart, you'll wish you had full floating pins.

By the way, round wire locks are the way to retain pins. Superior even to double spirolocks.
