These carbs are not center pivot float bowls (the 3/8 drill is fine for center pivot bowls) the Hemi float bowls are the side pivot bowls ( just like the old 660's or the Ford Holleys for the 427's) for side pivots start with a 5/16ths drill.

What do you mean "fuel everywhere"? Fuel sloshing out the vents? That is not a float level changing problem. Try a 7/16" dril bit first. If the carbs are set front-to-rear, not cross ways, you will probably want to use a 3/8" on the rear bowls.
