I don't think so... Never have been anyway.
I can't imagine why they wouldn't want you to make an early Chevy II that much more safe.
I believe they've allowed anti bump steer tie rod kits for the 2nd gen. Novas.
That would the argument I'd use when making my case.
When I built my 62 Tempest NSS car recently, I replaced the strut rod rubbers with 3/4 female rod ends and welded brackets. It was actually cheaper than buying the replacement bushings.
It makes staging the car a whole lot more precise, for one thing.
