Default Starting Line RPM

A couple questions:

After staging and going to full throttle, does your starting line RPM allow for converter flash or are you at the converter stall? A friend suggested that I should move my RPM to converter stall to help the car move quicker.

While standing on the starting line, I rarely hear cars studder on the two step, more so a solid rev. Is that a result of a specific type of throttle stop being used or something different? Same friend suggested that I could set my RPM above converter stall to limit the engine rev versus using a two step.

My set-up has a two step and electric base plate throttle stop. I feared either of the two suggestions could blow my converter while setting on the transbrake.
