Default Thermoquad advice

Testing my car with a 360/245 S/S motor this weekend, I could not sort out my carburetor. It would 60' fine, but then would start to surge really bad at the top of 1st and continue through the entire pass. I turned the fuel pressure up and it seemed to get better. I am running a Holley Blue with #8 to the regulator and #6 from the regulator to the carb. I started at 6psi, and ended up at 9 1/2. I have a feeling I need alot more volume. Does anyone have any experience/suggestions. The carb has been modified w/ no metering rods/ 66 holley jets on the primary. The engine is an index runner, it was dyno'd years ago at 507 hp. It ran 11.08 at 118 w/ a Holley during testing. Any help would be appreciated.
