What types of brakes / calipers , etc ?

Usually for me, front brakes dragging have been a combination of mechanical (clearance) and hydraulic issues causing brakes to drag, heat and well its a vicious cycle.

Are both doing it ? If so Id look to the hydraulic side and them not returning, if its only one, well look at both clearance and hydraulic.

Stupid other things I have seen are pads that are too thick causing the heating and expansion.

Also are they floating or fixed calipers ? On a floating caliper take the pads out and check the slide movement.

I have no idea what brand/type of brakes you are using, some of the aftermarket OE replacment stuff is utter junk made in china with crap clearances. ALSO sometimes well good things happen.

Do you mean locking as in when you tap the brakes they grab and "lock" or do you mean dragging and locking ?

It is entirley possible to have too much grab in the front if its just when you touch them they are dragging, look at trying a proportioning valve.

Are your pads the same as they were prior ? Weve got some really grabby aftermarkets as of late.

Now granted 90% of what I am telling you comes from bikes, I do want to tell you........on a bike when a front brake either drags and you hit the marbles in a turn or it grabs faster than it should.....bad things happen.

Ive got about 1000 stiches and 2 broken jaws to attest to that, the other 1000 stitches Ill blame on a bad steering dampner. Oh and the one time I flipped coming into loose stuff, I puked in my favorite Simpson helmet, but it all worked out a real jerkwad I knew stole it about 3 days later, I know he had to be wondering "What in GOD is this SMELL" that made it worth the $500 to replace.
