Actually the tire you are running has the same sidewall as the 33/16, it is a wedge wall tire. If you were to take a knife and cut down from the ruffeling up on the tire you would see it is where the bead seats on the wheel. That's where the most pressure is put on the tire. This is not a bad thing. that is just part of having a 17 in. tread on a 15in. wheel.

thanks for the post, that makes sense, i have seen this on almost every tire i have run, all sizes, brands, and pressure.
