So my car may not make it back from the chassie shop for me to race at the Norwalk points meet.

Do you have to qualify to get a grade point or do you get it once you enter and show up to the race?

Either you have to go thru tech at the track or if you tech online like most races are doin these days , then you have to be on the property with your car

Yes this correct. You must be on the property even if your car has no motor in it!
