Has the rule changed for wheelie bar length ? 48: or even with the rear bumper for stock/super stock?

Can't find any change. 48" or to rear bumper, whichever is greater

Also pretty sure that measurement is from the centerline of the rear end housing to the CL of the wheel axle.

Among other things my chassis guy neglected to listen about I'm stuck in the boat of re doing the ones I had made for a length issue.

Just wondering other than ease of adjustment would there be any issue running the springs inboard?

If you mean that the springs would be close to the rearend, no, there should be no performance difference.
