It is difficult, but not impossible. I would get a copy of a blank TI sheet to start with. Someone has to fill it out which is mostly engine, but has car info also. It is 4 pages long. Then NHRA has to accept it. You should be able to get one from your Division office or NHRA in CA or IN. It's a good bit of trouble. Make sure you have enough interest for NHRA to be open to the combo. Hope this helps.

I went thru the process back in 1998 and 2007. They were Ford combo's and they were pretty good about helping the process get done. But the hard part and the time consuming aspect of it all was finding the right person to talk to at Ford that was able to get the right info to NHRA. I finally got with Jesse Kershaw and he made it quite smooth, if you could call the whole process smooth!!LOL I was probably about a year of working before it hit the NHRA guides. Just like Jeff said it's hard but it can be done. And I know Jeff has had a lot more experience with it than I. Hope that helps.
