is there a distance from the scoop opening to the center line of carb

Too many variables to list that will effect optimal placement .
Turbulence off the front of the car , height , shape of opening ,ect.
In experimenting with my own car I found that the height over the carb has a far greater effect on carb performance .
On most cars appearance wins out for placement .

in that case Tom what is optimum height from top of carb what point on a triangle opening prostock scoop

I would not say there is an optimum height , but more a minimum .
I went from a low profile conventional scoop that was 3 1/2" above the air horn to a triangle shape that was 8" above the air horn.
There was a substantial improvement in performance ,2 MPH and more even O2 sensor readings across the cylinders.
I also feel having a radius on the entry to the carb is very important ,I try to use a 2" radius bell under the tray on all the scoops I mount.

As it probably should, really. I'm not saying that placement can't make a difference, but I've run scoop vs no scoop on a dragster and others have turned the scoop backward with no difference on the time slip.
